University Policy on: Casual Employment - Professional and General Staff

Purpose of the policy and summary of issues it addresses:

The purpose of this policy is to highlight the conditions that apply to the casual employment of professional and general staff.

Definitions:

"Casual employee" means a person employed by the hour and paid on an hourly basis, when the nature of the work dictates.

"University" means The University of Western Australia.

Policy statement:

The University acknowledges that casual employment is appropriate in certain circumstances but is not a substitute for long-term employment.

  • Where the employee will be required to work on a regular basis for a continuous period greater than one month, a fixed term contract is to be used.
  • Eligible casual appointees may apply to have their employment converted to a non-casual appointment under the provisions of the Conversion Process for Casual Staff.

Policies to consider before appointing a casual:

1 Eligibility

1.1 Appointees must meet the University's minimum qualification requirements for the position.

1.2 A person must not be employed by the University of Western Australia unless they are at least 15 years old.

2 Contract of Service

2.1 The employment contact for a casual appointee is by the hour.

2.2 Procedure to engage a casual employee:

The work area should submit a completed and signed General Staff Casual Employment Agreement Form to Human Resources, M350:

The employee should submit, on commencement, the following forms to Human Resources, M350:

Tax file number declaration

Salary transfer authorisation form

3 Casual Loading

3.1 Casual loading is paid in lieu of all leave entitlements, penalties and loadings specified within the Professional and General Staff Agreement.

3.2 The current casual loading is 25% of basic salary.

4 Overtime

4.1 A casual is entitled to overtime if he/she works in excess of 20% of the ordinary weekly hours of an equivalent full-time employee, on one day.

4.2 In respect of such excess, he/she will receive the greater of overtime rates or the casual loading, but not both.

5 Payment

5.1 A casual employee must submit a completed online timesheet for hours worked to their work area.

The employee should submit a Fortnightly timesheet - casual general staff form to their School Manager for signature and entry in to the web timesheet processing application.

6 Employment of Students

6.1 A student will be taken as being expected for attendance on any Monday to Friday during the main teaching weeks of the University, other than public holidays.

6.2 Students of the University may be engaged for a minimum of 3 hours, which can be worked over the fortnightly payroll period.

7 Other Conditions

7.1 A casual employee may request, and his/her supervisor may agree, an engagement for less than the minimum to meet personal circumstances.

8 Notice

8.1 The contract of service for a casual employee shall be by the hour and may be terminated by one hour's notice on either side.
