University Policy on: English Language Training Leave

Purpose of the policy and summary of issues it addresses:

This policy defines the purpose of paid leave for English language training, an element of the University's Diversity Strategy. The policy outlines the circumstances when this training might be of benefit to employees from non-English speaking backgrounds. The time made available will be dependent upon the individual employee's requirements and a needs assessment by an approved training provider.

This policy does not apply to casuals.


"Approved Delegate" means a position granted authority to act on behalf of the Vice-Chancellor with varied levels of authority in line with the University's Delegations.

"Employee" means a person employed by the University who has an ongoing or fixed term contract under the terms of the Professional & General Staff Agreement (as amended or replaced from time to time).

"Supervisor" means the University person who is responsible for day-to-day supervision of the employee.

"University" means The University of Western Australia.

Policy statement:

A key University priority is to recruit, develop and retain the highest quality staff and to provide a working environment that enables staff to optimise their contribution to the University. Paid leave for English language training, as part of the University's commitment to diversity, will support this key priority.

Employees from non-English speaking backgrounds are entitled to paid leave during normal working hours to attend English language training. Leave will be granted to enable employees to achieve an acceptable level of vocational English proficiency with a training provider approved by the University.

1 Eligibility

A request for leave for English Language Training can be initiated by either an employee from a non-English speaking background or a supervisor and will be approved in circumstances where it can be demonstrated that the employee:

  • may benefit from English language training to enable them to meet the standards of communication to advance career prospects;
  • constitutes a safety hazard or risk to themselves and/or fellow workers;
  • is not able to meet the accepted productivity requirements of that particular occupation.

2 Assessment

2.1 The supervisor and employee, in conjunction with the approved training provider, need to agree on the desired level of vocational English proficiency.

The agreed desired level of vocational English proficiency will take into account the current and future vocational needs of an employee in respect of communication, safety, welfare and productivity. Consideration will include the employee's current position, together with any future positions to which the employee may be considered for either promotion or redeployment. Vocational needs will also take into account issues relating to training, retraining and multi-skilling, equal employment opportunity legislation, industrial relations and safety provisions.

2.2 The supervisor and employee are to agree, subject to an appropriate needs assessment by the approved training provider, on the minimum number of hours per year to be made available.

Pass form to Approved Delegate for approval

Provide evidence of agreed training to approved delegate

Send form to Human Resources once approved
